Environment Minister David Parker is one of many who believe the number of cows per hectare is higher than the environment can sustain.
In Canterbury, that number has increased by three per cent year on year.
Lincoln University Senior Lecturer Nic Lees says the sheep industry is still thriving despite reducing the number by almost 30 million in the last 30 years.
He says the sheep industry has effectively halved its greenhouse gas emissions by reducing sheep numbers, while still increasing the productivity and value of their product.
