The Government's funded a feasibility study into a team that would see a team based in Suva and play some home games in Samoa, Tonga, Auckland and Sydney.
Pacific Union Players chairman Hale T-Pole says the timing is better.
Prime Minster Jacinda Ardern says the feasibility study was commissioned by the previous government.
SANZAAR will finalise the Super Rugby format from 2020 later this year.
