It's feared many low income earners will still miss out on the Government's Kiwibuild scheme

The programme will be limited to first home buyers and permanent residents, however buyers won't be income tested, meaning high earners won't be barred from buying.
Generation Homes chief executive Kevin Atkinson says the highest-priced homes in Auckland could still cost 14-times the average income.
He says home-ownership has declined significantly in New Zealand, with more and more middle-class workers locked out of the market.
Kiwibuild homes will cost up to 650-thousand dollars.
