The former partner of slain Mangakino police officer Constable Murray Stretch is "flabbergasted" his killer hasn't been released from prison

The police officer was beaten and kicked to death in Mangakino 19 years ago.
His killer, Carlos Namana, was jailed for life with a minimum non-parole period of 16 years.
Claire Horton doubts she'll ever forgive him , but says he's done his time and hopes Namana is not being kept in jail because he killed a police officer.
A New Zealand Parole Board decision, released yesterday, says Namana had used his time in prison well, particularly lately.
However, it says there's still too much risk he could reoffend.
The board recommends he do more programmes during the coming year before applying for parole again.
