Brisbane hooker Andrew McCullough , Storm back-rower Felise Kaufusi and Gold Coast prop Jai Arrow have been named for the first time, but there's no room for multiple Origin champions Darius Boyd and Matt Scott.
Valentine Holmes has got the nod on the left wing ahead of Boyd, while Dylan Napa and Jarrod Wallace have been named as the starting front-rowers.
Walters says it was very difficult to overlook Scott, but they just feel it's in the best interests of the team.
Dragons halfback Ben Hunt has been named at halfback, while Rabbitohs centre Greg Inglis has been appointed captain, following Cameron Smith's retirement.
