Vaughan Wenham is now recovering at home with a swollen throat and whiplash, after riding into a wire at Woodhill Forest.
His brother Darren says he thought he was riding within the bounds of the park.
However, police say he was off the track and it was farm wire so they're not taking any further action.
Woodhill Forest is owned by Nga Maunga Whakahii o Kaipara Ngahere.
Chief executive Malcolm Paterson says The Sandpit leases the land for off road riding.
He says while the park's closed they're working on identifying and managing the hazard that caused the accident.
Malcolm Paterson says as far as he's aware, the park generally works well and has a lot of users.
He says aside from off road motorcycling carrying some risks, the park doesn't have experiences like this on a regular basis.
