Economic analyst firm Infometrics says transport companies are likely to pass higher fuel prices onto their customers.
And low income consumers will be hit the hardest, as they tend to live further away from jobs and schools.
Furthermore Infometrics says fuel companies may not implement the tax regionally.
Auckland is a big market for them - and fuel companies could spread the pain by adding three cents a litre to pumps around the country.
Informetrics says it's worth noting that the last regional fuel tax scheme in the 1990s was scrapped for precisely that reason.
