The Tactix held a six-goal advantage heading into the final quarter, before the Steel wrestled back momentum.
A final goal from Te Paea Selby-Rickit sank the home side.
Mainland mid-courter Kimiora Poi says the first three-quarters were great, but they let it slip.
The result sees the Tactix remain third with the Steel second on the ladder.
The round has produced three one-goal margin finishes from four matches so far.
