A penal reform organisation believes there's no option but to bowl part of Waikeria Prison

Corrections Minister Kelvin Davis will deliver his verdict on the fate of the ageing jail this afternoon.
Howard League chief executive, Mike Williams , says the part of Waikeria known as the 'top prison' was built over a hundred years ago.
He says it was mothballed earlier, but with prison numbers rising, parts of it are now in use.
He'd like to see it bowled over and replaced with a 500-bed modern jail.
