In brutal windy conditions Fox has birdied his 7th hole to move to one over par and is currently just three shots off the pace.
American Scott Piercy and England's Ian Poulter share the clubhouse lead after carding one under par 69's while American Russell Henley leads on two under out on the course.
But a host of big names have struggled including Rory McIlroy on 10 over, Jason Day nine over and Jordan Spieth on eight over par.
Poulter says it's been a difficult day.
Kiwi Tim Wilkinson has carded a six over 76.
