Blair was cited for a grade two offence for his crusher tackle on Cowboys winger Kyle Feldt in the first half of the Warriors' match against North Queensland in Townsville.
As well as missing New Zealand's test against England on Sunday morning, Blair will have to sit out the Warriors' match against the Sharks on Friday week.
Warriors utility back Peta Hiku has also entered an early guilty plea to a dangerous throw charge, clearing him to play for the Kiwis this week.
