An independent investigation commissioned by the Greater Wellington Regional Council has looked at what could be done to improve its rolling stock after a series of failures last year.
The council says it's already implemented many of the recommendations around communication and maintenance.
Masterton Mayor Lyn Patterson says it's heartening to see the improvement.
She says now what's needed is investment in infrastructure for things like double-tracking.
Patterson says a lot of the issues stem from lack of investment from central government.
