A police officer's been scolded for using pepper spray on a man while another group of police stood by

The unnamed officer sprayed a man in custody, who had grabbed onto his colleague's leg.
Chair of police watchdog, the IPCA, Judge Colin Doherty says the officer should have first tried a less violent method before the spray.
He says the eight officers who put the man in custody were still there - and could have easily controlled the situation.
Police have defended the actions of their staff member... and the officer in question is unrepentant, saying he'd do the same thing if he could go back.
