Japan international Mafi was charged with a criminal offence after an alleged assault on former Wallaby Timani following the season-ending Super Rugby defeat to the Highlanders.
SANZAAR chief executive Andy Marinos wants referees to take full responsibility for on-field decisions.
The four-headed organisation will undertake a review after criticism of the television match official process, before taking their recommendations to World Rugby.
