The Misuse of Drugs Amendment Bill is expected to become law by March.
But a document released to National under the OIA, shows the government's working to a timeline which assumes a 'go-live date' in mid-2020.
Helius Therapeutics director Paul Manning says that would be more drawn out than they were hoping for.
He says they were ideally expecting a mid-2019 commercial production date, but had planned for mid-2020 as a worse case scenario.
