    The Telecommunications Commissioner says he's disappointed about alleged breaches of the 111 Contact code by telco One New Zealand


    That code's designed to protect consumers without copper landline connections.

    One New Zealand's accused of failing to provide customers with a way to call 111 in a power cut.

    Commissioner Tristan Gilbertson says the company would have been aware of its obligations.

    He says they were involved in helping create the legislation.
