Donna Ritchie spent more than 600 dollars on an all-inclusive getaway in May through Gold Coast NZ Tours - which included a return TranzAlpine ticket.
It turned out there were no seats available - and the company had been told not to sell them.
Ritchie's outraged the company's now offering four thousand dollar packages - when the train isn't running.
She says local tourism operators will lose support - if this keeps happening.
Gold Coast NZ tours and KiwiRail have been approached for comment.
The Commerce Commission says it has received a complaint, which has not yet been assessed.
