Dame Margaret Bazley has released her report into allegations five summer clerks were sexually harassed over the summer of 2015/16.
She's found junior lawyers and other young staff were encouraged to drink to excess - and a culture that included crude, drunken, and sexually inappropriate behaviour.
She says there was no code of conduct at the firm and that contributed to its poor management of the incidents.
Dame Margaret says the firm's culture has changed and she could not find any recent incidents of sexual harassment or alcohol-fuelled misbehaviour.
However she found some pockets of bullying and fear among staff about the consequences of speaking out.
