A judge has shouldered responsibility in court after he bailed a teenager who went on to brutally assault a young woman

The victim was punched six times and had her head stomped on.
She suffered a cracked cheekbone and eye socket, a broken nose and split lip.
The Otago Daily Times reports Dunedin District Court Judge Kevin Phillips acknowledges her attacker, then aged 16, was on electronically-monitored bail at the time - a decision he has to take responsibility for.
Judge Phillips has now jailed the teen for three years, two months.
While he condemned the defendant for his crimes, he lamented the teen's personal circumstances.
He was put into care at the age of two, and was moved 13 times within a year.
At 13-years-old he was living in a car.
