Coach Michael Maguire has named a 23-strong squad which is missing experienced players such as Roger Tuivasa-Sheck, Issac Luke, Tohu Harris, Zane Tetevano and Nelson Asofa-Solomona due to injury.
Five uncapped players have been included in Roosters centre Joseph Manu, Storm duo Brandon Smith and Jahrome Hughes and Penrith second rower Corey Harawira-Naera and Warriors second rower Isaiah Papali'i.
Michael Maguire says while the injuries are disappointing, the younger players have all deserved their inclusion.
He says it's an exciting time for the younger guys.
A 24th player will be added to the squad in the coming week, Maguire suggesting Bunty Afoa and Sam Kasiano are candidates.
