A homicide investigation has been launched after the 19-month-old, with critical injuries, died yesterday.
Meanwhile, Gisborne police have arrested a man after a 3-month-old baby was found with critical injuries on New Year's Eve.
Child Matters chief executive Jane Searle says most of the time there are people in a child's life who know what's going on, but don't know how to handle the issue.
She says teachers, doctors and nurses need to be trained to know what to look for and how to respond.
