Changes to regional councils could create debate about what to do with the assets they own

The Government has proposed scrapping them and replacing them with boards made up of local mayors.
The regional councils own or partially own such assets like ports and economic development agencies.
Infrastructure New Zealand Chief Executive Nick Leggett says a case could be made for getting rid of some of them.
He says that money should be reinvested and used to build other public assets.
