The Ministry of Education believes it's put a fair offer on the table for primary teachers

The government's offering teachers a pay rise of up to 8 percent over three years.
Deputy Secretary of Early Learning and Student Achievement Ellen MacGregor-Reid says the offer will attract new teachers by increasing the base salary of graduate teachers.
She says the offer addresses pay for teachers and principals, but also other issues such as release time and workload.
The NZEI is recommending its members reject the offer.
