Canterbury District Commander John Price says their investigation revealed the police officer's actions didn't reach NZ police standards - and they referred the case to the IPCA.
He says the officer's been held to account - and has since resigned from the police force for unrelated reasons.
John Price says staff are constantly put in difficult situations that can develop in seconds - but are expected to act professionally.
