World champion Tom Walsh briefly took the lead mid-competition but ended up fifth with a 21.49m heave.
American Ryan Crouser won the event with a 22.05m effort.
Dame Valerie Adams finished fourth in her competition with a season's best effort of 19.31 metres from her penultimate throw.
China's Lijiao Gong won, delivering 20.31m in the final round.
