A call for more judges to include behavioural reform classes in sentences handed down to animal abusers

It comes after Waihi man Matthew Madsen was sentenced for beating his four-month old puppy until its leg was fractured, then failing to take it to the vet until the SPCA intervened.
Madsen was ordered to do anger management classes, 200 hours community service, pay 16 hundred dollars in reparations, and is banned from owning animals for five years.
SPCA CEO Andrea Midgen says animal abusers need classes on how to cope, and not take anger out on animals.
She says sentences are usually focused on community work, which doesn't change behaviour in the way anger management classes do.
