The pair remain in Christchurch Hospital after they were hit on Oxford Road in Fernside about 9.20pm on Saturday night.
A relative of one of the boys - aged 13 and 14 - claims they had been drinking alcohol
A motorist has also reported to police that one boy had jumped out at her car - waving his arms and forcing her car to stop.
He then punched her car and swore at her when she opened her window.
The woman told police they were all wearing dark clothes on the unlit 100-kilometre-an-hour road.
Police have said the motorist who struck the pair - was not at fault.
They won't comment on the reports during the investigation.
More than three thousand dollars has been raised through Give-a-Little so the parents of the 14-year-old can be by his side as he recovers from a fractured skull, brain injury and broken legs
