After the past three seasons were dogged by salary cap breaches handed out to
both Parramatta and Manly, the new scheme will provide conduct and service
standards.
Under the system, all existing agents will be automatically accredited and
their existing agreements with players will continue to remain in force.
The governing body also confirmed they are close to locking in next year's
NRL season-opening match to be played in the United States.
The return of the NRL All Stars match, a Magic Round in Brisbane and a Sunday
State of Origin in Perth have also been locked in for next year.
