A proposed change to the way kindergartens and play centres are administered

Both early childhood education providers are planning to form national organisations that'll amalgamate member's associations.
The move follows complaints from the providers about inadequate government funding and falling enrolment numbers.
New Zealand Kindergartens chief executive Clare Wells says they've seen declining numbers over the past years, partly due to the Government's introduction of 20 hours free early childhood education.
