The council is seeking resource consent to build two mooring dolphins at the
end of Queens Wharf - to let passengers walk straight on to shore, instead of
being ferried to shore from Mega-shops anchored in the harbour.

O'Sullivan says without Auckland working properly for large cruise ships,
it's hard to convince them to come to other destinations.
