Returning a surplus to the Government is no longer a requirement for Housing New Zealand

Phil Twyford's announced they're changing the presumption the organisation will deliver a dividend, to give it more financial flexibility.
The Housing Minister says it's crazy when we have a housing crisis and people sleeping in doorways, that the former Government extracted hundreds of millions of dollars out of Housing NZ and put it back in to the consolidated fund.
Twyford says the Government wants Housing New Zealand to invest any surplus into new housing and improving the quality of current stock.
