The primary teachers union is always hopeful of a solution - but it's not getting movement on key issues

It's proposing its members undertake rolling regional strikes, rather than a two day national strike.
Members will vote on that later this month.
The union is seeking a 16 per cent pay increase over two years and more staffing.
NZEI president Lynda Stuart says there are no planned negotiation dates in the near future.
She says they've had some movement in the pay area but none on addressing teacher workload.
