New research has found the number of people arriving at Christchurch's emergency department hasn't reduced since legislation was introduced in 2012, designed at reducing these numbers.
One expert believes we need to target the source of the problem.
Alcohol Healthwatch executive director Nikki Jackson says the research is not surprising, and we need to reduce the amount of alcohol being consumed.
She says the data shows more than a quarter of people had drunk more than 15 standard drinks, which is three times the recommended daily limit.
