Three-year-old Jaxxyn Scott's leg was broken in two places when he was bowled over by man riding a bike on the footpath.
Aunt Samantha Scott says it happened around 2pm on Wednesday near a popular St Kilda playground.
She says the cyclist swore at Jaxxyn - and called him "a little bastard" before riding off.
Scott says the cyclist needs to come forward.
She says it's unfair to put a three-year-old through so much pain.
