Ross claims Simon Bridges knowingly broke the Electoral Act - but that Ross was doing what his leader asked him to.
Graeme Edgeler , an electoral law expert, says Ross has made multiple allegations against Bridges - the most serious of which has a maximum penalty of two years in jail.
Edgeler also says Ross might have brought himself down in the process.
Edgeler says he's has implicated himself, and that he knew what he was doing was wrong.
