Those behind the plans have to convince Auckland Council and Ports of Auckland, but believe they already have the hearts and minds of Aucklanders.
The consortium includes businessman Dave Wigmore, Ernst and Young, Simpson Grierson, local and international architects and a construction planning company.
They're seeking support from the Council, key government ministers, Ports of Auckland and Ngati Whatua.
Consortium Deputy Chairman, Michael Sage, says they're asking Aucklanders whether they want the waterfront to remain an ugly car park and industrial site - or be transformed into something beautiful and world class.
He also believes Aucklanders will be overwhelmingly in favour of having a large, enclosed stadium in a city closely approaching two million people.
