That's the view of Dr John Mayhew, one of New Zealand's leading sports medicine practitioners.
The England prop's punishment comes after he ploughed his fingers inside the eye socket of Kiwis captain Dallin Watene-Zelezniak during their second test at Liverpool.
Mayhew says Burgess' fingers were looking for the eye and the outcome could have been catastrophic.
He says that can't be condoned and the ban is similar to what you'd get for a head high tackle these days, so it is "inappropriately low".
The Kiwis aren't commenting and Burgess has apologised via Twitter.
