A new mortgage war could be on the horizon, as the ANZ bank dangles a cheap rate to attract new business

It's offering loans at 3.95 percent fixed...for one year...in a limited time deal.

Some smaller banks have attempted to lure customers with rates below 4 percent in the past month, but the major lenders haven't been this low since the 1940s.

The highest New Zealand rate on record was a staggering 19.72 percent, in 1988.
