New Zealand's won the right to host the cup over Australia, with both bids being described as exceptional.
Four other countries bidding for the event, fell by the wayside earlier in the year.
New Zealand Rugby CEO Steve Tew says it will be a 12 team competition.
He says World Rugby has extended it now so there are better gaps between games.
Tew says games will be held in Whangarei at the Northland Events Centre, as well as in Waitakere and Albany with the final will be at Eden Park.
