A draft strategic plan for the sector released today recommends increasing the consistency and levels of teacher salaries.
It'll come at a cost of 3.5-billion-dollars over 10 years.
Education Minister Chris Hipkins has previously told primary and secondary teachers there's no more money on the table.
But he says early childhood teachers are some of the worst-paid teachers.
He says those working in kindergartens have pay parity with primary school teachers, but others in other community-based and private services don't.
The draft plan also sets a goal of having all teachers qualified - and looks to improve adult:child ratios in the classroom.
