Under previous rules, riders had to be on their machines at the chequered flag to finish and score points.
Dutch Moto3 entrant Bo Bendsneyder fell metres from the finish at his home grand prix last year.
He was disqualified because his riderless bike skidded across the line ahead of him.
A rider's placing will now be determined by whichever part of the rider or motorcycle crosses the line last.
