The Coroner has released his report into the death of Louis Edgar - who was crushed by falling debris while trying to flee Elms Homestead in the 7.8 magnitude quake
In his findings, Marcus Elliott said no Building Consents or Code Compliance Certificates had been issued for the historic building - built in the 1870s - since at least 1944.
This is because it was used for residential purposes and was not subject to the provisions in the Building Act relating to earthquake-prone buildings.
