    A dumped car which has been left on a Hastings street since last month couldn't be towed because of a local bylaw


    The bylaw states a car must remain parked for longer than a week before it can be considered abandoned.

    To stop this happening... the owner of the dumped Ford Laser has been moving it down the street every seven days.

    Hastings Councillor Henare O'Keefe says local residents have been let down by the law.

    He says despite the bylaw, for him it comes down to what is morally and ethically the right thing to do.

    However, he says the owner's actions are... creative.
