The six-year-old fell asleep in the vehicle after a day out at MOTAT with the Te Matariki Clendon Community Centre holiday programme.
When his mother came to pick him up, she couldn't find him.
After a 10 minute search, he was found inside a locked van in a windowless garage.
He'd woken up and was crying and screaming, trying to get out.
The Clendon holiday programme is now due to make changes to its policies - including carrying out a more physical inspection and passenger headcount.
