A full-term woman who had been scheduled to have her labour induced was sent home twice because of a bed shortage.
Today's Herald on Sunday reports her case came during a spike in demand for urgent birthing services.
College of Midwives chief Alison Eddy says they are debating with DHBs over the number of midwives that should be on during a shift.
She says they're not confident even when fully staffed there are enough midwives on duty.
Eddy says midwives are negotiating with DHBs to get their own collective agreement.
