All eyes will be focused on the plans for capital gains, and NewstalkZB political editor Barry Soper expects that will present Labour with a significant problem.
Labour plans to legislate for tax changes before next year's election, then introduce them the following April.
A poll out this week showed the majority of Kiwis don't like a capital gains tax so there'll have to be a sweetener to make it more palatable and then there's the problem with convincing New Zealand First it's needed.
They've opposed it in the past.
