Despite passing his concussion protocols, the halfback has been left out of the squad to face the Brumbies in Super Rugby on Saturday.
Defence coach Neil Barnes says Weber could have been considered to play in Canberra, but it wasn't worth the risk.
Te Toiroa Tahuriorangi starts at halfback with fellow All Blacks Damian McKenzie and Nepo Laulala and Japanese international Ataata Moeakiola also included in the starting side.
