Alfons Zeestraten has appeared in the Invercargill District Court.
The Otago Daily Times reports he's charged with unpacking goods from a container knowing they were under the control of an inspector - and introducing goods into a restricted place, without permission.
The contagious cattle disease was first detected in July 2017 on a South Canterbury farm - and spread rapidly causing more than 50 thousand cattle to be culled.
Zeestraten will next appear in April.
