The chairman of Environment Canterbury is calling for a reform of the Resource Management Act

It comes after over two thousand people marched in Christchurch today, after Environment Canterbury had granted overseas company Cloud Ocean Water the right to take billions of litres of fresh water from aquifers.
Steve Lowndes says the situation is complex.
He says Environment Canterbury gets the blame, but it's not easy working within the framework of law and the Resource Management Act.
Lowndes says while he didn't protest today, he backs those who did.
