The Australian Rugby League has spent the weekend considering the details of the new rule, and will come together tomorrow to discuss its approval.
ARL Commission chairman Peter Beattie says it will be in place before the season starts.
The rule would keep Dragons forward Jack de Belin off the park until he stands trial for an alleged aggravated assault late last year.
